Because the center blades are contained in the foil assembly, and because the center blades trim the hairs down and prepare them for the close cutting side blades, having a new foil with sharp center blades makes a big difference, and can reduce the time it takes to shave.
From the packaging: Panasonic recommends replacing the foil every year, where they only recommend replacing the side blades (Panasonic WES9080P Shaver Replacement Blade) every two years.
